Sheff Wed Confronts Serious Challenges, Says New Football Authority

'We will play a key role in football's future' - independent football regulator David Kogan

The team's ongoing struggles represent a a "serious issue" and the football regulator is aiming to acquire authority to investigate clubs in comparable cases, the newly appointed chairman the official has stated.

Through a comprehensive talk, the chairman, who was appointed on Monday, voiced concern towards the club's followers.

The regulator engaged with four fan organizations associated with the football team in recent days.

The Championship side have been struggling on and off the field in 2025, with the club delaying salary disbursements on multiple instances, including in September.

"Evidently Wednesday represents a serious issue for football authorities and a significant problem for football," the regulator explained.

"The club represents one of the iconic names for the English game and this week we have met Sheffield Wednesday supporters' groups.

"We're now looking to get powers... which will permit us to bring Sheffield Wednesday - and other clubs submitted for our review if they warrant scrutiny and addressed."

Financial Struggles and Leadership Concerns

Wednesday's embattled owner Dejphon Chansiri stated during the off-season he would be prepared to relinquish control at their home ground, but he has not been able to secure a deal with interested parties.

Failure to pay player wages on time in spring months led to sanctions by the football authorities in summer, stopping Wednesday from completing any recruitment activities for the following recruitment periods, although those limitations were removed in the end of the transfer window.

Official's Viewpoint

The regulator explained: "Our role exists to serve the Owls followers, Bury or any football club where fans are dedicated to a community organization that has represented their community in many cases.

"I completely understand the club's situation, as I do for each organization that in modern times have encountered failure, or nearly ceased operations, for reasons that have nothing to do with the supporters."

Questioned about whether the regulator could force an proprietor to divest a club if they are deemed unsuitable, the regulator answered: "Should the inquiry concern 'would we intervene in the final instance?', the reply is once we gather the evidence and comprehend the circumstances, we will."

But the chairman emphasized that requiring chairmen to relinquish clubs would be treated as a "last resort" and the oversight body would choose to collaborate with owners.

"The final option we would consider is commence engagement with an particular organization, an particular chairman, without being able to work with that proprietor to address the issues that the club's facing and the owner's facing," Kogan said.

"However, realistically, when you review the record of the game, over the past few decades there have been some owners, few in number, but certain individuals who have acted carelessly in the way which they've been managing their organizations and finally don't wish to take responsibility for the long-term prospects."

'If we get it wrong, extraordinary progress vanishes'

The regulator engaged delegates from multiple organizations to lay out the remit of the regulator on Wednesday and insisted it was a "proactive meeting" with a "high level of engagement" from the National League to the Premier League.

"The role holds considerable importance, because should mistakes occur, if the football community fails, the extraordinary progress that's been made necessary will vanish rapidly," Kogan said.

"Such an outcome is universally undesirable in the realm of domestic football is a major achievement - we need to continue the progress.

"There's an enormous amount of money flowing into the game and has been invested for the last 20 or 25 years, because there's no guarantee it will persist in entering the game, which is one of the reasons why I think we have to take a really clear view on risk and of course, of the next two or three years."

Top Flight Apprehensions

The Premier League opposed the formation of an authority because of fears of a negative impact on the elite division's competitive balance, but the regulator stated: "I completely endorse the success and growth as an economic entity of the top division.

"As someone who appreciates the worry about compromising the division as a high-quality offering of this country. But simultaneously, if you consult with top flight officials after this week's discussion, they would have had a high level of reassurance -and, in fact, they have been telling us in private they have a significant confidence."

Political Connections

The chairman continues to confront a "thorough examination" by the official appointments authority after he disclosed making donations to the opposition group in 2020.

The chairman contributed funds to Secretary of State for Culture, Media and Sport Lisa Nandy's leadership campaign, along with that of the government leader.

"I've been completely open about my past party membership [with Labour], and that ideological connection terminated the day the select committee approved my appointment," Kogan said.

"I am presently disconnected from any type of partisan engagement."
